Firstly, your test cases are wrong! The alltt environment changes some behaviour significantly. The "minimal" class is better suited for proving that a font file or such is faulty.

Libfontconfig does not read any ".config" files. You can prove this by running on the command line

        fc-list : file | grep config

You can also check which DefaVu font files actually are found by XeTeX:

        fc-list : family file style | grep DejaVu
