No. This cannot be expressed as standard XSL-FO and would require using proprietary extensions (e.g. xfc:label-format, xfc:outline-level, xfc:user-style, etc; see "Implementation specificities" in http://www.xmlmind.com/foconverter/_distrib/doc/user/implementation.html).
We are now very reluctant to add new proprietary extensions as no customer seems to use them.
