Simple way, with no additional software (only in the windows box tools) : 
At time of link full :
 - in cmd line : "Netstat -a -n", to get list of currently open tcp
connections (find connections to port 110)
 - using xmail pop3 log file, get the corresponding connected users
 - check the mailboxs contents to see the 'big' users

Or :
Give a try to "PRTG Traffic Grapher", free version
You will be able to identify pop3 protocol sources, destinations, bandwidth
usage, ...
Then use xmail pop3 log file to see how was connected at time of full link
