I tried it. It just seg faults Apache. Even if it was ok, it wouldn't
work across multiple webservers anyway.
Have you tried mod_throttle? http://www.snert.com/Software/mod_throttle/
It can throttle requests by IP, and or users. You can also setup
specific throttling policies by url mappings.
