Is there an "API" (URL encoding) to take a URL (e.g., [1]) and ask
del.icio.us for the list of people who have bookmarked that URL?

Is there an algorithm for taking the URL [1] and producing
"546d638cb7f29c9c107fcbf6c8c92722", which is used in [2] to show me
who have bookmarked [1]?

For example, something like [3] would redirect me to [2].
