On my RHEL 8.9 (4.18.0-513.9.1.el8_9.x86_64), configuration and compiling of  
libzmq 4.3.5 succeeded after install gcc-c++ 8.5.0-20.el8 (sudo dnf install 
gcc-c++).

You should have more details on config.log.
