Next week the UPA completes one year at the centre and Manmohan Singh's government is doing an internal assessment of their performance. On May 22 when the government completes one year, Prime Minister Manmohan Singh will tell the country what the government has achieved and what still remains to be done. NDTV has exclusive access to more details on the internal monitoring of the Common Minimum Program and the promises made in it. Till March 30, 2005 only four target goals have been achieved and do not need to be monitored by the Prime Ministers' office anymore. Unfulfilled promises But a look at the internal evaluation of some of the flagship UPA promises throws up a different picture. A group of ministers under Union Minister Sharad Pawar is looking at the proposal of reservations in the private sector. The internal assessment says, "It may be difficult to fix a time frame for this exercise". On the promise of creating a Prathmik Shiksha Kosh or primary education fund, financed by a two per cent cess on taxpayers, the status report says the PSK, which comes under the HRD ministry "has still not been made operational". On reservations for women in the Parliament, the status is that the draft bill is ready and the PMO view in the report says," We may await a decision of the UPA co-ordination committee". On the Lok Pal Bill to prevent corruption in public positions, the status is that bill was referred to a group of ministers. The report says, "The deadline is over. The cabinet secretary may be reminded to expedite". Opposition up in arms The NDA meanwhile has said that it will come up with a chargesheet, highlighting the failure of the UPA government in the past one year. "If people with 50 years of experience prefer to sit outside Parliament, there must be a reason. Instead of trying to understand us, solve our problems, they are mocking us. "So the NDA has today decided that we will bring out a chargesheet against them, highlighting their failures in the past one year," said Sushma Swaraj, Leader, BJP. Exam time For the UPA government however, the end of one year in office is like exam time. Sources say that the fact that only four promises in the CMP cleared this exam is something that has disappointed the top leadership. Next year the cabinet will be expected to deliver at least 30 per cent of the promises. ------------------------ Yahoo!
