You may be able to work around this problem by having the zone creation happen after the pkgadd completes. A bit of time delay, error checking, possibly a retry loop, and the use of at(1) or batch(1) may be of use. pkgrm would need to do similar tricks. I'm in no way saying this is a good thing to do. I am, however, a proponent of trying things that aren't in the book because that's when you tend to learn the most.
