Is it normal to not have iTunes work under OS 9.1 on a 6100?
It will work on a 6100 with the native processor. But only just. It is so loading the processor that it takes about a minute to respond to the space bar (pausing playback). It may have some drop outs, depending on the particular configuration and the encoding.
With a 400MHz it should be fine. It will tend to slow down other stuff but the playback should be okay.
