That would be "Life" from Truth, on Big Beat from 1990(at the time when they weren't yet an Atlantic affiliate - read: the good years). It's actually a Ten City side project (Stingly/Burke), with On Top doing the background vocals. I agree it's very reminiscent of the Hercules / Jungle Wonz material. However as surprizing as it is, there's no Marshall Jefferson connection. Or at least, there wouldn't be any until the few Stingly/Jefferson collabs on Strictly a couple of years later. In any case, I'd be curious to listen to your Track #1 query, which mix is it from (link)? As much as the words look familiar, I can't pinpoint from which song they might be.
