I know they tried to do that, but its never been enforced. Think about how many parties Derrick May and Kevin Saunderson played last year (2-3 each) while still playing the festival.
I've heard from several ppl that the reason Farina didn't play was because PCM never got his flights/hotel/contract together, while Mekka (the promoters of the Magestic party did) That's my hearsay anyhow.
