Iowa City? RE: Techno and music, there's a small but dedicated group of producers here. Loads of DJs, some of whom have skills, taste and no criminal record. If you ask anyone who's DJ'ed or played in Iowa City, they all love it.
RE: Everything else -- University of Iowa is here. Home of the Iowa Writer's Workshop, and nationally ranked Art and Music Departments, great Film program, etc ...
