I've been attending festivals since they began (somewhere around '79). there has never been a festival at which admission had been charged.

now assume there's no psychological adjustment--that people like me who are used to going to hart plaza for free will easily pay up.

there is still a significant architectural adjustment. hart plaza was designed as an open space venue. how do you change it to prevent free riders?
