The original error was:

which indicates there is "something wrong" in the definition of the container for uid=user1 and user2 and user3, in the imported LDIF file, it is likely missing a definition for ou=groups and/or ou=users.

if the goal is to overwrite the current db with a bulk import, I would say we can ignore the current mis-order of the ou=place2 and ou=place1 and missing ou=users in the existing db as shown by the dbscan outputs for
ou=place2,ou=place1,dc=mydomain,dc=net
and
dn: uid=user1,ou=Place1,ou=Place2,ou=Groups,dc=mydomain,dc=net
parentid: 174
entryid: 366

and when after the bulk import succeeds, an on-line re-init to the other master will be needed to fully clear up things.
