Several Metro Manila mayors have yet to approve a proposal to suspend the unified vehicular volume reduction program (UVVRP), popularly known as color coding, for two months, the Metro Manila Development Authority (MMDA) said Friday.
MMDA General Manager Robert Nacianceno said the MMDA needs the unanimous approval of all the mayors in Metro Manila to implement the two-month suspension.
He said several members of the Metro Mayors' Council had approved the proposal in "principle" in a meeting with MMDA chairman Bayani Fernando on Wednesday.
He added that Manila Mayor Lito Atienza, Makati Mayor Jejomar Binay and Pasay City Mayor Wenceslao Trinidad only sent representatives who did not have the
power to vote during the meeting.
Fernando proposed a suspension of the UVVRP from April 3 to June 2. He said the two-month suspension could lessen by as much as 20 percent the number of vehicles using major roads in Metro Manila.
The vehicle reduction program was introduced in 1996 through MMDA Regulation 96-005 in order to have only one law for private and public utility vehicles.
Under the program, all motor vehicles including tricycles and motorcycles, both public and private, are prohibited to operate on certain days of the week in all national, city and municipal roads of Metro Manila, from 7 a.m. to 7 p.m.
Atienza, in a separate DZMM interview, scored Fernando for creating a rift among mayors in Metro Manila by announcing that he, Binay and Trinidad did not attend Wednesday's meeting.
Atienza did not say whether he would sign the resolution being passed for the suspension of the UVVRP, but said "we will always
consider what is best for our communities."
He said Fernando did not coordinate properly with local government units. He said the MMDA chief removed the traffic chief in Manila without the mayor's consent.
