Despite the logged in user having full Admin privileges, the security permissions on the folder itself may be “off” and need to be specifically set to FULL CONTROL for all the users. I’ve had this happen when copying a folder from 1 Windows machine to another and have to reset permissions for the folder on the new computer’s copy.
