Thanks, Miyako, for the links and advise.

In the mean time I came across your Resource Kit and tried to put it to use, 
but it did not work as expected.  I suspect that it is because these are 
longstanding legacy DBs (v3!) that have only been upgraded, never updated.  
When I dropped their .RSR files onto your STR# Resource tool it created empty 
XLIFF files.  However, when I extracted the relevant elements of your code and 
used it within the same DB it extracted the resources and created the XLIFF 
files expected.  So it has already saved me a lot of time with my principal 
projects.  Thank you very much.  

I will look at modifying the component so that I can pass an explicit reference 
to the resource file as a parameter.  I had already come to suspect I might 
have to do so.  But I am a little confused if the resources do not reside in 
the RSR file.  I wonder if I will run into the same problem encountered by your 
Resource Kit.
