Okay, I'm not alone ;-) I've jumped from V13 to V16, with a bit of a stop
along the way in V15. I'm finding that the Menu Editor is *substantially*
worse in V16 than in V13. I mean, it was never exactly the best - but I
could use it.

Yeah, it's hard to feel motivated to file bugs :( There's typically no
feedback. At all. I've got one bug report in now about something else that
really does matter to me and where there is 0% chance that I can sort it
out on my own.

The only solution I have found is to destroy all the menus and build them

I've learned down the years to save my menu bar changes pretty much between
each action. I often quit and save a backup of the structure before doing
anything with the menu bars  in case things get corrupt.
