Thanks to Stephen Orth I was able to fix the problem. On a Mac running v16 
Locate the following file and delete it…

   Macintosh HD:Users:johnbdh2:Library:Application Support:4D:4D Window Bounds 
v16:runtime:[projectForm]:4ddebugger.json

Note that in earlier versions of 4D the widow bounds for the dubugger are found 
in different places…

v14 - v15…  Macintosh HD:Users:johnbdh2:Library:Application Support:4D:4D 
Window Bounds v16:coreDialog:[projectForm]:4ddebugger.json

v13…. Looks like the window bounds are embedded in an attribute named 
4ddebugger in the xml of the 4D Preferences v13.4DPreferences file...
                Macintosh HD:Users:johnbdh2:Library:Application Support:4D:4D 
Preferences v13.4DPreferences
