We install our Windows apps in our own folder instead of Programs (x86). We've been doing it "forever" so I don't remember if that was specifically why, but I suspect it is. Windows doesn't want an app writing to it's own directory.
Or, have them right-click on the EXE and Run as Administrator - that might solve it, but it is a pain to have to do that every time.
