running multiple server instances on the same machine is allowed in the EULA 
and the license system continues supports it.

the problem until v15 was that the implementation was not fully compliant with 
the EULA.

when there was a 10 user server and a 5 user server, it was possible to share 
10+5-2 (for the overlapping default users) client connections.
this might sounds nice, but 4D licenses were never supposed to work like that.

now, only a single server license is loaded with its own expansions, which may 
not be the one with more users.
the license is ignored.

if you want to run multiple instances of 4D server on the same machine,
you should talk to your local sales contact and request a single license with 
the maximum number of users you want to share.

you can NOT install multiple v16 server licenses on the same machine and expect 
the expansion licenses to accumulate.
