Tim, Hmmmm. I think you are right. In fact after reading your suggestion I found a tip posted by Keisuke back in 2015 about converting 4D Write to PDF by using CONVERT PICTURE. He discusses it in terms of using the trick to store them “Outside the data file” which exactly where I am and want to continue storing the documents….
