I would expect that a batch file would do this.
While I have not tried anything like this on windows...

I believe that the launch of an application can take a parameter 
(Chrome + url)
and you should also be able to launch 4D by referencing a link file.

Alternatively you could launch 4D, and use LEP to start chrome and the 
url 
during the startup routine of 4D. As I think about it, this might be 
the way to go.
 user starts 4D - logs in   (now you know who the user is)
 you can (previously) have asked and stored (encrypted) their password 
for the web site, 
 you can then pass useranme and password + url to chrome via LEP

as to timing the windows across applications....
maybe wait x seconds, and then have LEP bring 4D to the front?
