David, When you say that the "result is an empty picture", does the resulting picture have any bytes and/or dimensions, i.e. did you try checking it with Picture size and PICTURE PROPERTIES commands?
I wonder if the issue is with the parameters that you are passing to the CREATE THUMBNAIL command? But then again, I am sure you must have double and triple checked that...
