You’ve probably already considered this, but if not, you might look at running 
multiple OSs via VirtualBox, which is free or Parallels, which is cheap (under 
$100 per copy). I know that complicates things a bit for your users but both 
VirtualBox and Parallels have a mode which provide ‘seamless’ integration of 
apps in all VMs into a single UI. Both are well supported. If you haven’t set 
up a VM with either these products lately, know that it is amazingly 
easy/fast/simple to do. I setup a Windows10 VM under VirtualBox on my MacBook 
Pro in about 30 minutes, including downloading VirtualBox and Windows10. I have 
since moved to Parallels (it seems to be slightly, but noticeably, faster than 
VirtualBox). 

it might be a way to have your cake and eat it too.
