Ken: Chuck pointed out that you didn't have access as designer (I just skimmed the email yesterday), rather you have access "to the design environment".
The empty U&G file is worth a try but as Thomas implies, perhaps there's no significant downside to leaving the current situation as is. I've been working on an application for almost 20 years for a programmer client and I don't log in as "designer". Until now, I've never even looked at U&G and I've discovered that I have zero access there.
