As to your question, the best way I can think is to use a 3rd process (or maybe a CALL WORKER process) whose sole function is to return sequence numbers outside of transactions.

SUSPEND TRANSACTION/RESUME TRANSACTION /may/ work for giving you a sequence number outside of the transaction, but I’ve only done this for related tables in code where I’m doing the full CRUD on the related record and want to be sure it’s outside the current transaction.

The separate process for grabbing sequence numbers is the cleanest way I can think of.
