Obviously these are documentation.

This is the script.

This is the configuration.

In the future, the "file" utility is pretty handy:
file  /etc/init.d/rtirq
/etc/init.d/rtirq: Bourne-Again shell script text executable

You could have used less, more, head, vi/vim, gedit, and so on to check
actual contents of some of those files.

Do not rely on file extensions, that is a bad Windows habit.
