As RfC 9685 is intended to be used by Wi-SUN and nobody in 6LO WG knows about any use of RFC 8928, the choice (6LO WG & AD + IANA) was to update only the RFC 8928. This is a very short document, i.e., I do not expect any big issues during the IETF Last Call and it would be convenient to have its ballot done in the same time as draft-ietf-6lo-prefix-registration as they will be a cluster for the RFC editor.
