Why? You allocate Company OUI for Charlie (even when it does not make devices), or you can even allocate one for some alliance. After that whatever you put after that is your companies problem. Btw, most of the companies who are already making devices for 802.15.4 have OUI anyways, as it is needed for MAC addresses.
