I believe the number one driver for this sort of thing is that there are
IT managers out there that don't want to hire 'experts', 'gurus',
'hackers', etc...

I suppose, if you hire someone that is better than you, then at some
point, you are scared for your job, or that person shows others that he
knows more than you do.  At LLU, just like at many large corporations,
schools, etc... if you are the manager, and you're not seen as the most
important person in your department, that would be a bad thing.

I've seen where an IT manager wants to keep operations so simple, that
anyone with a high school background can reinstall what amounts to be an
enterprise or mission-critical deployment.  Some departments may
discourage employees from using open source, since it encourages
employees to be inventive and expand their capabilities.


II.

As a manager, you can make yourself look real important if you get the
top brass to think that you were responsible for the entire design and
implementation (which came reading a Microsoft tech sample...) and then
you can hire trained monkies to use their mice and double-click on
things to do the installation.  Also, having a bigger budget makes you
look more important.  No department at LLU gets rewarded for being
thrifty.  Saving $300,000 on e-mail infrastructure by using OSS would
mean basically nothing.  The shrewd manager knows how to tap other
departments resources and leverage unknowing executive decisioning to
grow his budget.
