My guess is that when the router went down it "told" the T1 line to go 
down.  I don't know why Qwest would do it that way, but based on what 
you write, I can't see any other answer.  You might want to check with 
the T1 supplier's support team.

Do you know how they provision the T1 ?  If they're provisioning it over 
DSL (yes, some companies do that these days) that might be realistic 
behavior.  One way you can tell if it's provisioned over DSL is if 
provisioned over DSL it could be working on a single-pair connection 
(thought it could be on a two-pair connection as well).  Traditional 
provisioning of T1 should always be over two-pair (four wires).

A great list for meeting people who really understand such things is 
called "the list"; it's the place where the earliest ISPs gathered (and
