Take a look at /etc/inittab  that is where the vtty's are defined.  You may 
also take a look at your framebuffer settings, it's possible the framebuffer 
driver for your hardware doesn't support switching properly.  Especially if 
it doesn't allow you to switch back.

Try adding a nofb, or novga, or vga=off to your boot.  If it's grub, take a 
look at the menu.lst and remove any framebuffer settings.  This should force 
it to use strictly simple vesa settings that work on all hardware.
