Based on how you described your need I would think that something of that level would be more easily found on a distro specific level. However its very likely that you could find someone local to support various distros.
I found this on a google search http://www.dynet.com/linux.html With a distro specific support package you are more likely to have guarantees like a reasonable response time and 24/7 phone number. Depending on your hardware you might be able to get it right from the Manufacturer. Like Dell and HP both offer several levels of support for RedHat.But if you build your PCs like I do then thats not an option. What it really comes down to is $.
