You're making it much more complex than it needs to be.  Since (except 
for dictionary attackers) spammers generally don't repeat within your 
Window of opportunity, you don't need to issue a temporary block for 
more than a few minutes.  And for dictionary attackers you can use 
other means.

And many you don't know about may be corresponding with lots of folk in 
lots of those address ranges as well. And if they don't... well, they 
may want to start tomorrow.

That kind of blocking only works where a mailserver accepts mail for 
only one very autocratic domain.
