I might have overstepped that one =)

I can't even work out what the wiki is trying to be

The headers & metas conflict

Content-Type: text/html

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.1//EN"
"http://www.w3.org/TR/xhtml11/DTD/xhtml11.dtd";>
<html xmlns="http://www.w3.org/1999/xhtml"; xml:lang="en">
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />

The actual content is invalid whichever you pretend it is.

Invalid in XHTML (quotes should be ")
<div class='body'>

invalid in HTML (or rather, it isn't what the author thinks it is)
<a name="WHAT_IS_PLAN_9_?" />

short tags in XHTML and HTML don't do the same thing
<br />
in HTML it should render as
<br>&gt;
