With the little information you have provided the 250w PS is enough. If it is functioning properly. You can disconnect the power supply from the components and the motherboard and then take a tester to check the power output on each connector. You can also make sure the fan is functioning.
The PCI problem is most likely a motherboard issue and not the power supply. Take the cards out the the slots, check the connectors and clean them properly (there are special steps for this, research them first) and reinsert the cards. Make sure they are seated properly. The keyboard may or may not be the problem. Get another newer keyboard and try it. If it functions fine then disgard the old keyboard. If the problem persists then it may be the connector that is attached to the motherboard. If this is broken it would be cheaper to just purchase a new motherboard and install it. The modem may not be adequate for Win XP, go to M$ site and check the HCL. Then if it is listed go to the manufacturer site and get the proper driver for WinXP and SP2 (if installed).
