Not advisable, even those people who run it with 32 MB of RAM may not
realize that most new applications will quickly gobble up any
remaining memory and resources and Windows 98 will run at a crawl.
The best upgrade option in this configuration is Windows NT 4.0. 
Windows NT runs okay in just 16 MB of RAM and will handle low
resources conditions better than Windows 98 (because it can expand the
memory pool more effectively and has larger limits on system resources)
Also: Windows NT installs in 110 MB of disk space and Windows 98 needs
at least 350 MB.
A very important installation note for Windows NT.  Install Service
Pack 6a before you install anything, even drivers.  You should get a
copy of the Service Pack (Network Installation) on CD-R before
installation, as the version of Internet Explorer (2.0) included with
NT can't access www.microsoft.com.
I'll also add that Windows NT sucks on laptops, you're better off with
Windows 95 C.
