This is what happens when you change the hardware and don't install
the drivers for the new hardware.
You need to install the video card driver for your new video card or
motherboard.

Have you considered trying Windows XP?  If you did a sufficient
upgrade,(motherboard, CPU, mnemory) your Windows 98 OS is likely not
maximizing the hardware in your computer.  Remember, Windows 98 was
written 7 years ago when most current hardware never existed.  Systems
typically had 32 MB of RAM, now they have 512 MB.  Windows 98 doesn't
even make good use of RAM beyond 160 MB because it wasn't imaginable
to see desktop computers with that much RAM when Windows 98 was
written so it wasn't taken into the design.
As well, new software techniques have been developed to improve the
bootup time of the computer, overall application performance and disk
access methods.  Windows XP also much more robust, reliable and stable
than Windows XP.
My experiece with Windows XP vs. Windows 98, on identical hardware:
Windows XP improved performance from between 50% and 200% over Windows 98.
