This was the situation about the release of SP2 when there was software that 
wasnt compatible.  I seem to remember Microsoft also altered its web 
configurations and it was necessary to download a file to be able to access 
Windows Updates;  also, some people needed to adjust their firewall settings. 
At the time, Microsoft had a Windows Update problem page, it might still be 
there.
