Before you reinstall XP, try uninstalling and reinstalling your modem.
It's possible the power surge affected your modem in some strange way
that won't allow OE to function properly. In which case, you may need
to purchase a new modem. I would even try moving it to a different pci
slot, unless of course, your modem is integrated into the motherboard.
When nothing else works, and before doing a reinstall, it just might work!
