When power is switched on, do you see ANY activity on the 
board...ie...lights of any kind?  One thing to remember about mounting a 
new mobo is to make sure it's not touching any metal. A shorted mobo 
will not turn on.  Make sure you have the board mounted correctly in the 
case and then try powering it up again.  I built a new computer some 
months ago and could not get it to power up.  I was sure it was 
defective and was preparing to rma it when I tried remounting it once 
more and voila!  It worked.  Whey trying this, remove all of your pci 
cards except video if you happen to have a pci video card.  If it's agp, 
leave it in, unless your video is integrated into the board.
