Here's some steps for you to troubleshoot with.

1) Make sure all power connectors are connected:
Check, you may need:
- An ATX 2.0 complaint 24-pin power supply. (Features: 350 W minimum,
SATA, 24-pin connector)
- You may need to connect up to 3 connectors to the systemboard
- There may be a minimum load requirement for the power supply, make
sure your power supply supports enough amps on the 5V and 12V lines.
2) Make sure the manual power interruption switch on the rear of the
power supply is set to on (I).
3) Make sure the correct voltage is set for your electrical service.
A general guideline:
North America: 110~130V
Europe, UK: 220V
Other Regions: 220V is typical
4) Make sure the CMOS jumper is not in the "Clear" position
5) Make sure the ATX soft-power micro-switch lead is attached to the
correct pins on the systemboard.
6) Clear the CMOS settings and return the jumper to normal.
7) Check for a short circuit or improperly placed stand-off under the
systemboard.
8) Disconnect internal drives and external peripherals.
9) Check for a hot neutral, or circuit overload at the wall.
10) Replace the power supply unit.
11) Replace the systemboard.
