Repetitive surface textures fool the optical sensors in the mouse.

If you have the two-toned black/grey/white Dell branded mousepad, it
contains these patterns (I had the same issue with several new Dell
systems even from 2 years back).  Simply stop using the mousepad and
the problem should dissappear.
