The individual, in this case your sister, has to give authority for their 
address to be invited.  She should go to "My Groups" at the top of the group 
home page of any group to which she is subscribed, then select "e-mail 
preferences".  At that point she will see a list of her e-mail addresses, their 
status, bouncing or normal, bounce history, and a column headed "Allow Direct 
Adds" alongside which is Allow Invitations, with the final column being "Edit". 
  

Adding a member's address without their permission is in violation of the Yahoo 
Terms of Service, I think.
