You aren't going to beleive this but I told you the path for Windows XP.
The correct path for Windows 9x:
C:\WINDOWS\SYSTEM\RUNDLL32.EXE
if it doesn't work try:
C:\WINDOWS\RUNDLL32.EXE

Not sure what you're doing to generate the second issue, possibly a
mis-typed path?  Running RUNDLL32 directly will either do nothing or
generate an error asking you to specify a DLL file.
