Intel Pentium 4 Class support on-the-fly speed reduction to prevent damage due to heat. AMD Athlon 64 and Sempron processors also have similar technology. AMD Athlon and Athlon XP and Duron processors do not, removing the heatsink while running will damage them.
Any fully ACPI 2.0 complaint computer should shutdown if the fans fail.
