Actually NTFS has been around since 1992 (it was originally a variant of OS/2's HPFS) FDISK can regocnize an NTFS partiton, but will not write the NTFS signature type to a partiton, only FAT and FAT32.
Getting back on topic, most problems where CD-ROMs will not read are hardware related. First try cleaning the disc and drives (with a special lens cleaning disc). If this does not work, replace the drive.
