First,  You cannot format a drive on which you will attempt to
salvage data.  Formatting wipes everything out.
 
Unless you had previously created a bootable recovery CD the
next best software to use is the original Operating System
installation CD.  You would need to select the REPAIR option
in the installation process.  This will NOT reformat the drive  but
will most likely return your PC to the state it was in before the
problem.
 
If the Repair function does not work then the only option will be
to do a CLEAN re-install of the OS from the OS installation CD.
This WILL reformat the drive and destroy anything else you had
on there.
 
BEFORE you try a Clean Re-install, you can install your Hard
Drive into a USB external  hard drive case,  OR  install it  as a
SLAVE in another Computer  and chances are that you can
recover your data.
 
Another more technical option is to try to do "A safe mode
recovery from the Command Prompt"  and type in the "Restore
Mode".   This will allow you to try a Restore point from the  past
and hopefully get a recovery from a point ahead of your problem.
You go into the safe mode by pressing F8  but I will need to
look up the "Restore Point" path if you decide to try that.
