In Windows 2000 you must use REGEDT32.EXE to make permissions changes.

In any case, you're likley getting these errors because you are not
part of the administrators group.

You can check your logon account's group membership in Control Panel >
Users.

To view the users management console go to either the [Advanced] tab
in that control panel applet or open "lusrmgr.msc"
